Resumen
Se examina cómo las pretensiones económicas, estratégicas y geopolíticas
que subyacen a una mercantilización de la experiencia humana han pasado de ser
un efecto colateral inadvertido del diseño tecnológico para erigirse como
característica estructura e intencional de los modelos de negocio en la sociedad
digital actual. A través de un análisis crítico del discurso y una revisión de
la literatura se demuestra que la economía de la atención opera mediante la
extracción de superávits conductuales, la ingeniería de la dependencia y la
erosión de la autonomía crítica. Asimismo, se explora cómo este fenómeno
trasciende la esfera individual para reconfigurar la soberanía nacional en
términos de "soberanía cognitiva" y guerra híbrida. Se concluye que
la integridad cognitiva debe ser elevada a la categoría de derecho humano
fundamental, exigiendo marcos regulatorios transnacionales que limiten el
extractivismo de datos y la opacidad algorítmica.

Introducción
Mira a tu alrededor. Verás que la atención humana ha sido despojada de su
condición de facultad intrínseca de la conciencia para ser reclasificada como
un recurso extraíble, cuantificable y mercantilizable. La premisa central que
articula el presente estudio sostiene que la fragmentación de la atención
psicológica del usuario no constituye un error de diseño, sino una
"feature" consustancial a la episteme del capitalismo de plataformas
(Srnicek, 2017). Esto nos obliga a trascender las explicaciones tecnocráticas
que atribuyen la fatiga digital a la mera complejidad de las interfaces, para
adentrarnos en un análisis más profundo y observacional de las estructuras no
visibles que instrumentalizan la psique humana.
Davenport y Beck, 2001 sugieren cómo la gestión de un recurso escaso en un
entorno de sobreabundancia informativa, ha mutado hacia un paradigma
extractivista. Las grandes corporaciones tecnológicas no compiten únicamente
por la preferencia del consumidor, sino por el monopolio del tiempo cognitivo y
la modulación de los reflejos neurológicos. En este contexto, la fragmentación
atencional —manifestada en el scroll infinito, las micro-interacciones y la
notificación omnipresente entre otras más sofisticadas— actúa como el mecanismo
ontológico fundamental mediante el cual se garantiza la permanencia del usuario
en el ecosistema cerrado de la plataforma.
El problema de investigación que guía este artículo se formula a partir de
la siguiente interrogante: ¿Qué otras pretensiones subyacen a la
sistematización de la fragmentación cognitiva por parte de las corporaciones
tecnológicas? Para responder a ello, es imperativo desvincular la tecnología de
la supuesta neutralidad axiológica que la caracteriza en el imaginario
ciberutópico (Morozov, 2016). Lejos de ser consideradas como meras herramientas
pasivas, los algoritmos y las interfaces son instrumentos políticos que modelan
la realidad social, condicionan la deliberación democrática y redefinen las
fronteras de las soberanías nacionales.
Por lo que, para poder contestar a la anterior pregunta de investigación nos
proponemos tres objetivos: (1)
deconstruir la dimensión económica de la fragmentación atencional como motor de
los mercados de futuros conductuales; (2) analizar las estrategias de diseño
persuasivo y psicopolítica que erosionan la autonomía individual; y (3) evaluar
las implicaciones geopolíticas de este fenómeno en el marco de la guerra
cognitiva y la competencia por la hegemonía tecnológica. La hipótesis que
vertebra el estudio sugiere que la fragmentación cognitiva es el sustrato
necesario para la transición de la biopolítica foucaultiana hacia una
psicopolítica digital (Han, 2014), donde el control no se ejerce mediante la
represión, sino a través de la seducción, la optimización voluntaria y la
saturación sensorial.
Métodos
Para abordar la complejidad multidimensional del fenómeno, se ha empleado
una metodología mixta de naturaleza cualitativa, combinando el Análisis crítico
del discurso con una Revisión sistemática de la literatura en el ámbito de los
estudios socio-técnicos, la filosofía de la tecnología y la ciberseguridad
cognitiva. Para su fundamentación teórica se realizó una búsqueda sistemática
en bases de datos de reputado prestigio (Scopus, Web of Science, JSTOR) y en
repositorios de pensamiento crítico contemporáneo, utilizando los siguientes
términos: surveillance capitalism, cognitive warfare, psychopolitics, attention
economy, y persuasive technology.
Se incluyen: obras monográficas, artículos de revisión y ensayos de autores
paradigmáticos en el campo, así como informes
de instituciones especializadas en derechos digitales y neurotecnología.
Procedimiento analítico
El análisis se estructuró en tres fases hermenéuticas, alineadas con la
estructura IMRAD:
1. Fase de categorización deductiva: Se extrajeron las tres dimensiones
macro-estructurales posibles: dimensión económica, estratégica y geopolítica).
2. Fase de triangulación teórica: Cada dimensión fue contrastada y
enriquecida con marcos teóricos externos. Por ejemplo, la dimensión económica
se vinculó con la teoría del "superávit conductual" de Zuboff (2019);
la estratégica con los modelos de comportamiento de Fogg (2009) y la
psicopolítica de Han (2014); y la geopolítica con los doctrinarios de la OTAN
sobre guerra cognitiva y los conceptos de sharp power de Morozov (2016).
3. Fase de síntesis crítica: Se evaluó el impacto transversal de estas
dimensiones sobre la autonomía humana y la soberanía democrática, culminando en
la propuesta del concepto de "soberanía cognitiva" como eje de
discusión.
Este enfoque metodológico permite trascender la mera descripción
fenomenológica de la distracción digital, para revelar las estructuras de poder
subyacentes que la hacen posible y la sostienen en el tiempo.
Resultados
El análisis del corpus científico documental y la triangulación teórica
revelan que la fragmentación cognitiva opera como un engranaje de precisión en
una maquinaria de poder distribuida en tres grandes focos. A continuación, se
desglosan los resultados en las tres dimensiones interconectadas.
Dimensión económica: Bussiness are bussiness
La primera dimensión muestra que la fragmentación de la atención es el
motor primario de un modelo de acumulación sin precedentes. En la lógica del
capitalismo de vigilancia, el usuario no es el consumidor del producto, sino la
materia prima de un proceso de extracción y refinamiento (Zuboff, 2019).
El petróleo transmoderno: los datos y tu experiencia de
usuario
La fragmentación atencional multiplica exponencialmente los "puntos de
contacto" (notificaciones, scrolls, micro-interacciones, doble pantalla,
etc.). Cada interrupción y cada fricción cognitiva generan metadatos
conductuales. Zuboff (2019) define este proceso como la búsqueda del
"superávit conductual": datos que exceden las necesidades operativas
de la plataforma y que son destinados a la creación de modelos predictivos. La
atención fragmentada es, por tanto, una condición sine qua non para la
minería de datos; un usuario sumido en la reflexión profunda o el pensamiento
crítico es un usuario que genera menos datos transaccionales y emocionales en
tiempo real.
Mercados de futuros conductuales: ¡que le corten la cabeza!
Si lo anterior es correcto, se confirmaría que objetivo último de esta
extracción no es la mejora del servicio (una falacia retórica corporativa),
sino la creación de "mercados de futuros conductuales". Al igual que
en los mercados de materias primas, las corporaciones tecnológicas buscan anticipar
y, crucialmente, modificar el comportamiento futuro para asegurar el retorno de
la inversión publicitaria. La atención fragmentada genera dependencia del
estímulo externo (el refuerzo intermitente) por lo que, el sujeto se vuelve maleable.
La venta de esta capacidad predictiva a anunciantes y terceros convierte la
psique humana en un activo financiero de alto rendimiento (Srnicek, 2017;Domínguez
y Domínguez, 2023).
Ladrones de tiempo
En la economía de la atención, el tiempo cognitivo es el recurso de escasez
absoluta. Las plataformas compiten en una "carrera hacia el fondo"
evolutivo, utilizando la fatiga digital y la saturación como motores de
ingresos recurrentes. Como señala Williams (2018), las corporaciones
tecnológicas han logrado alterar la "gravedad" de nuestra voluntad,
desviando la luz de nuestros propios propósitos hacia los suyos. La
fragmentación no es, pues, un fallo de la fuerza de voluntad individual, sino
el resultado de una asimetría de recursos donde miles de ingenieros y
algoritmos de inteligencia artificial se dedican a superar las defensas
cognitivas del usuario promedio.
Dimensión estratégica: Míralo, por ahí va un ingeniero…
La segunda dimensión aborda cómo la fragmentación atencional se
instrumentaliza para la reconfiguración del sujeto. El poder contemporáneo ha
mutado desde la disciplina externa hacia la explotación interna.
El lado oscuro del patrón: La sastre de Dar Vader
Secuestrada al elección por el "diseño persuasivo" (Fogg, 2009), las
plataformas emplean recompensas variables (similares a las máquinas
tragamonedas) para crear bucles de hábito compulsivo. A esto se suman los
"patrones oscuros" (dark patterns), interfaces diseñadas
deliberadamente para engañar, dirigir o manipular al usuario hacia decisiones
que no tomaría en un estado de plenitud cognitiva (Brignull, 2023). La
fragmentación impide el "sistema 2" de pensamiento (lento, analítico,
reflexivo), manteniendo al usuario anclado en el "sistema 1" (rápido,
emocional, reactivo) (Kahneman, 2011), facilitando así el lock-in o cautiverio
dentro del ecosistema de la plataforma.
Pensar está sobrevalorado
La inmersión continua en microcontenidos y la inmediatez de la
gratificación digital están reconfigurando la neuroplasticidad cerebral. Carr
(2010) advierte que la red nos está robando la capacidad de concentración y
contemplación, fundamentales para el pensamiento crítico y la empatía profunda.
Un cerebro entrenado en la fragmentación es intrínsecamente susceptible a los
sesgos cognitivos, a la manipulación emocional y a la polarización. La
ingeniería social a escala se vuelve viable porque el tejido cognitivo
individual ha sido atrofiado, imposibilitando la deliberación pausada que exige
la ciudadanía democrática (Tufekci, 2017).
Psicopolítica digital: espejito espejito…
Han (2014, 2017) enmarca la teoría de que mientras que la biopolítica (Vázquez-Arredondo,
2024) se operaba mediante la prohibición, el encierro y la represión para disciplinar
a la sociedad, la psicopolítica digital opera mediante la permisividad, la
celebración y la optimización voluntaria. El Big Data actúa como un panóptico
digital (Domínguez y Domínguez, 2023) que conoce los deseos del individuo antes
de que este los haga conscientes. Al anticipar y satisfacer las necesidades a
través de algoritmos de recomendación, el sistema neutraliza la resistencia
desde dentro. El usuario no es conquistado, sino seducido; la fragmentación de
la atención es el precio que el sujeto paga por la ilusión de confort y
personalización absoluta.
Dimensión geopolítica: de qué hablamos cuando hablamos de
guerra
La tercera dimensión eleva el análisis de la esfera individual y
corporativa al tablero de la geopolítica global. La atención no es solo un
recurso económico; es el territorio donde se libra la guerra contemporánea.
¿A quién le importa la verdad?
La fragmentación de la atención debilita el tejido social y democrático,
creando un caldo de cultivo para la polarización y la desinformación. En el
ámbito de la seguridad internacional, analistas y doctrinas militares (como las
de la OTAN) han acuñado el término "guerra cognitiva" para describir el
uso de las tecnologías de la información para alterar la percepción de la
realidad de un adversario, modificando su toma de decisiones y desestabilizando
sus instituciones desde dentro (Pujol, 2024). Las redes sociales, al priorizar
el engagement (que a menudo se traduce en indignación y outrage), amplifican
narrativas que dividen. Por si esto fuera poco, la fatiga cognitiva impide que
la ciudadanía filtre la desinformación, convirtiendo a la población en un
vector de propagación de armas meméticas(Dennet, 1995) y narrativas tóxicas.
El soft power y su relación con el barro
La lucha geopolítica contemporánea, ejemplificada en la rivalidad entre EE.
UU. y China, no se circunscribe al control de los semiconductores o la
infraestructura 5G. Se disputa, fundamentalmente, por el control de las capas
cognitivas de la población global. Morozov (2016) y Castells (2009) señalan que
quien controla los algoritmos que filtran, jerarquizan y presentan la realidad,
controla la percepción colectiva. Esto redefine el soft power o poder blando (Castellanos,
2020) en la era digital: la hegemonía no se impone por la fuerza militar, sino
a través de la dependencia estructural de las plataformas y la capacidad de
moldear los estándares culturales y políticos a escala transnacional.
Democratia enervata
Finalmente, la fragmentación cognitiva actúa como un escudo protector para
las corporaciones tecnológicas frente a la regulación estatal. Una ciudadanía
con la capacidad de atención mermada, sobrecargada cognitivamente y sumida en
la apatía digital, tiene menos probabilidades de organizarse, comprender las
implicaciones de las políticas tecnológicas o exigir marcos regulatorios
robustos. Esto permite a las Big Tech operar con una autonomía cuasi-estatal,
desafiando la soberanía regulatoria de los Estados-nación y desafiando el
contrato social democrático (Zuboff, 2019). La complejidad técnica de los
algoritmos, unida a la incapacidad atencional del público, crea una asimetría
de poder que paraliza la acción legislativa.
Discusión
Los resultados obtenidos permiten articular una síntesis crítica que
trasciende las fronteras disciplinares. La fragmentación cognitiva no es un
fenómeno aislado, sino la manifestación sintomática de una arquitectura de
poder interconectada que opera simultáneamente en los mercados financieros, en
la psique individual y en el tablero geopolítico.
Todo está conectado: El ciclo en blucle de la cooptación
Existe una retroalimentación sistémica entre las tres dimensiones. Las
pretensiones económicas (la necesidad de extraer superávit conductual) exigen
el despliegue de estrategias de diseño persuasivo (psicopolítica), lo que a su
vez genera una población cognitivamente fragmentada que es vulnerable a la
guerra cognitiva y a la manipulación geopolítica. Esta vulnerabilidad,
explotada por actores estatales y no estatales, consolida el poder de las
corporaciones tecnológicas, que se erigen como los árbitros indispensables de
la realidad digital, eludiendo así la regulación democrática participativa
actual (y personal e intransferible a futuro, por las herramientas disponibles)
que podría frenar su acumulación económica.
Nadie puede matar una idea: Soberanía cognitiva y los neuroderechos
La discusión sobre la fragmentación atencional debe evolucionar desde la
queja moralista sobre la "adicción a las pantallas" hacia la
formulación de un nuevo paradigma de derechos humanos. Ienca (2021) y Chenier
et al. (2023) advierten sobre la
urgencia de reconocer la "libertad cognitiva" y la "integridad
mental" como derechos fundamentales. En un entorno donde las tecnologías
pueden leer, alterar y mercantilizar los procesos neurológicos y atencionales,
la "soberanía cognitiva" se convierte en el prerrequisito para
cualquier otra forma de soberanía (política, económica, individual). Si la
atención es el medio a través del cual construimos la realidad y ejercemos el
libre albedrío, su secuestro corporativo equivale a una expropiación de la
autonomía humana.
La fuerza de voluntad ausente de los analfabetos digitales
Un hallazgo crucial de este análisis es la obsolescencia de las soluciones
centradas exclusivamente en el individuo. La "alfabetización digital"
o el "bienestar digital" (digital wellbeing), promovidos por las
propias corporaciones tecnológicas, operan bajo una falacia de responsabilidad
individual. Como señala Crawford (2021), es imposible resolver mediante la
"fuerza de voluntad" un desequilibrio de poder diseñado por miles de
ingenieros conductuales y modelos de machine learning. La fragmentación
cognitiva es un problema sistémico, no de higiene individual.
Conclusiones
La fragmentación de la atención psicológica del usuario es el síntoma
visible de una patología estructural del capitalismo de plataformas. Lejos de
ser un accidente de la innovación, es una característica de diseño intencional,
consustancial a un modelo de negocio que requiere la mercantilización de la
experiencia humana para su supervivencia y expansión.
En el ámbito económico, la atención fragmentada es el combustible de los
mercados de futuros conductuales, donde la psique humana es reducida a materia
prima extraíble y predecible. En el plano estratégico, la ingeniería del
comportamiento y la psicopolítica digital erosionan la autonomía individual,
sustituyendo la reflexión crítica por la reactividad emocional y el
condicionamiento operante. Finalmente, en la esfera geopolítica, esta
vulnerabilidad cognitiva es instrumentalizada en la guerra híbrida,
redefiniendo la soberanía nacional en términos de control algorítmico y
hegemonía perceptual.
Sin embargo, al tratarse de un análisis crítico y teórico basado en la
literatura socio-técnica y el documento base, carece de datos empíricos
cuantitativos primarios (como estudios de neuroimagen o métricas de uso a gran
escala) que midan la magnitud exacta de la erosión cognitiva en diferentes
cohortes demográficas. Asimismo, la rapidez con la que evolucionan los modelos
de inteligencia artificial generativa (LLMs) introduce nuevas variables de
fragmentación y automatización de la atención que requerirán actualizaciones
teóricas inminentes.
Finalmente, abordar este desafío civilizatorio exige un cambio de paradigma. No basta con la autorregulación corporativa ni con la educación del usuario para que "desconecte". Exige la implementación de marcos regulatorios transnacionales, audaces y vinculantes, que protejan la integridad cognitiva como un derecho humano inalienable. Esto implica prohibir los patrones oscuros, exigir transparencia algorítmica radical, gravar de diversas formas (pagando cánones, impuestos etc…) la extracción de datos y, fundamentalmente, reconocer que el tiempo y la atención humana no son mercancías, sino el sustrato ontológico de la libertad y la democracia. La defensa de la atención es, en última instancia, la defensa de la capacidad humana para dar sentido al mundo y a sí misma.

A esto se suman los "patrones oscuros" (dark patterns), interfaces diseñadas deliberadamente para engañar, dirigir o manipular al usuario hacia decisiones que no tomaría en un estado de plenitud cognitiva (Brignull, 2023). La fragmentación impide el "sistema 2" de pensamiento (lento, analítico, reflexivo), manteniendo al usuario anclado en el "sistema 1" (rápido, emocional, reactivo) (Kahneman, 2011), facilitando así el lock-in o cautiverio dentro del ecosistema de la plataforma.
La inmersión continua en microcontenidos y la inmediatez de la gratificación digital están reconfigurando la neuroplasticidad cerebral. Carr (2010) advierte que la red nos está robando la capacidad de concentración y contemplación, fundamentales para el pensamiento crítico y la empatía profunda. Un cerebro entrenado en la fragmentación es intrínsecamente susceptible a los sesgos cognitivos, a la manipulación emocional y a la polarización. La fragmentación de la atención debilita el tejido social y democrático, creando un caldo de cultivo para la polarización y la desinformación. En el ámbito de la seguridad internacional, analistas y doctrinas militares (como las de la OTAN) han acuñado el término "guerra cognitiva" para describir el uso de las tecnologías de la información para alterar la percepción de la realidad de un adversario, modificando su toma de decisiones y desestabilizando sus instituciones desde dentro (Pujol, 2024). Las redes sociales, al priorizar el engagement (que a menudo se traduce en indignación y outrage), amplifican narrativas que dividen. Por si esto fuera poco, la fatiga cognitiva impide que la ciudadanía filtre la desinformación, convirtiendo a la población en un vector de propagación de armas meméticas (Dennett, 1995) y narrativas tóxicas.
La lucha geopolítica contemporánea, ejemplificada en la rivalidad entre EE. UU. y China, no se circunscribe al control de los semiconductores o la infraestructura 5G. Se disputa, fundamentalmente, por el control de las capas cognitivas de la población global. Morozov (2016) y Castells (2009) señalan que quien controla los algoritmos que filtran, jerarquizan y presentan la realidad, controla la percepción colectiva. Esto redefine el soft power o poder blando (Castellanos, 2020) en la era digital: la hegemonía no se impone por la fuerza militar, sino a través de la dependencia estructural de las plataformas y la capacidad de moldear los estándares culturales y políticos a escala transnacional.
Finalmente, la fragmentación cognitiva actúa como un escudo protector para las corporaciones tecnológicas frente a la regulación estatal. Una ciudadanía con la capacidad de atención mermada, sobrecargada cognitivamente y sumida en la apatía digital, tiene menos probabilidades de organizarse, comprender las implicaciones de las políticas tecnológicas o exigir marcos regulatorios robustos. Esto permite a las Big Tech operar con una autonomía cuasiestatal, desafiando la soberanía regulatoria de los Estados-nación y el contrato social democrático (Zuboff, 2019). La complejidad técnica de los algoritmos, unida a la incapacidad atencional del público, crea una asimetría de poder que paraliza la acción legislativa.
Los resultados obtenidos permiten articular una síntesis crítica que trasciende las fronteras disciplinares. La fragmentación cognitiva no es un fenómeno aislado, sino la manifestación sintomática de una arquitectura de poder interconectada que opera simultáneamente en los mercados financieros, en la psique individual y en el tablero geopolítico.
Existe una retroalimentación sistémica entre las tres dimensiones. Las pretensiones económicas (la necesidad de extraer superávit conductual) exigen el despliegue de estrategias de diseño persuasivo (psicopolítica), lo que a su vez genera una población cognitivamente fragmentada que es vulnerable a la guerra cognitiva y a la manipulación geopolítica. Esta vulnerabilidad, explotada por actores estatales y no estatales, consolida el poder de las corporaciones tecnológicas, que se erigen como los árbitros indispensables de la realidad digital, eludiendo así la regulación democrática participativa actual (y personal e intransferible a futuro, por las herramientas disponibles) que podría frenar su acumulación económica.
La discusión sobre la fragmentación atencional debe evolucionar desde la queja moralista sobre la "adicción a las pantallas" hacia la formulación de un nuevo paradigma de derechos humanos. Ienca (2021) y Chenier et al. (2023) advierten sobre la urgencia de reconocer la "libertad cognitiva" y la "integridad mental" como derechos fundamentales. En un entorno donde las tecnologías pueden leer, alterar y mercantilizar los procesos neurológicos y atencionales, la "soberanía cognitiva" se convierte en el prerrequisito para cualquier otra forma de soberanía (política, económica, individual). This paper examines how the economic, strategic, and geopolitical ambitions underlying the commodification of human experience have evolved from an inadvertent collateral effect of technological design to become a structural and intentional feature of business models in today’s digital society. Through critical discourse analysis and a systematic literature review, it is demonstrated that the attention economy operates via the extraction of behavioural surplus, the engineering of dependency, and the erosion of critical autonomy. Furthermore, it explores how this phenomenon transcends the individual sphere to reconfigure national sovereignty in terms of ‘cognitive sovereignty’ and hybrid warfare. It is concluded that cognitive integrity must be elevated to the status of a fundamental human right, demanding transnational regulatory frameworks that limit data extractivism and algorithmic opacity.
Look around you. You will see that human attention has been stripped of its status as an intrinsic faculty of consciousness, reclassified instead as an extractable, quantifiable, and commodifiable resource. The central premise articulating this study maintains that the fragmentation of the user’s psychological attention does not constitute a design flaw, but rather a feature consubstantial with the episteme of platform capitalism (Srnicek, 2017). This compels us to transcend technocratic explanations that attribute digital fatigue to the mere complexity of interfaces, delving instead into a deeper, observational analysis of the invisible structures that instrumentalise the human psyche.
To address the multidimensional complexity of the phenomenon, a mixed qualitative methodology has been employed, combining Critical Discourse Analysis with a Systematic Literature Review in the fields of socio-technical studies, philosophy of technology, and cognitive cybersecurity. For its theoretical foundation, a systematic search was conducted in reputable databases (Scopus, Web of Science, JSTOR) and repositories of contemporary critical thought, using the following terms: surveillance capitalism, cognitive warfare, psychopolitics, attention economy, and persuasive technology.
The analysis was structured in three hermeneutic phases, aligned with the IMRAD structure:
- Deductive categorisation phase: The three possible macro-structural dimensions were extracted (economic, strategic, and geopolitical).
- Theoretical triangulation phase: Each dimension was contrasted and enriched with external theoretical frameworks. For example, the economic dimension was linked to Zuboff’s (2019) theory of ‘behavioural surplus’; the strategic dimension to Fogg’s (2009) behaviour models and Han’s (2014) psychopolitics; and the geopolitical dimension to NATO doctrines on cognitive warfare and Morozov’s (2016) concepts of sharp power.
- Critical synthesis phase: The transversal impact of these dimensions on human autonomy and democratic sovereignty was evaluated, culminating in the proposal of the concept of ‘cognitive sovereignty’ as a focal point for discussion.
The analysis of the scientific documentary corpus and theoretical triangulation reveals that cognitive fragmentation operates as a precision cog in a machinery of power distributed across three major focal points. The results are broken down below into the three interconnected dimensions.
The first dimension shows that attention fragmentation is the primary engine of an unprecedented accumulation model. In the logic of surveillance capitalism, the user is not the consumer of the product, but the raw material of an extraction and refinement process (Zuboff, 2019).
Attentional fragmentation exponentially multiplies ‘touchpoints’ (notifications, scrolls, micro-interactions, dual-screening, etc.). The sale of this predictive capacity to advertisers and third parties turns the human psyche into a high-yield financial asset (Srnicek, 2017; Domínguez & Domínguez, 2023).
In the attention economy, cognitive time is the resource of absolute scarcity. Platforms compete in an evolutionary ‘race to the bottom’, utilising digital fatigue and saturation as engines of recurrent revenue. As Williams (2018) notes, tech corporations have managed to alter the ‘gravity’ of our will, diverting the light of our own purposes towards theirs. Fragmentation is, therefore, not a failure of individual willpower, but the result of a resource asymmetry where thousands of engineers and artificial intelligence algorithms are dedicated to overcoming the cognitive defences of the average user.
The second dimension addresses how attentional fragmentation is instrumentalised for the reconfiguration of the subject. Contemporary power has mutated from external discipline to internal exploitation.
With choice hijacked by ‘persuasive design’ (Fogg, 2009), platforms employ variable rewards (similar to slot machines) to create compulsive habit loops. Carr (2010) warns that the net is stealing our capacity for concentration and contemplation, which are fundamental to critical thinking and deep empathy. A brain trained in fragmentation is intrinsically susceptible to cognitive biases, emotional manipulation, and polarisation. The user is not conquered, but seduced; the fragmentation of attention is the price the subject pays for the illusion of absolute comfort and personalisation.
The third dimension elevates the analysis from the individual and corporate sphere to the global geopolitical chessboard. Attention is not merely an economic resource; it is the territory where contemporary warfare is waged.
Attention fragmentation weakens the social and democratic fabric, creating a breeding ground for polarisation and disinformation. In the realm of international security, analysts and military doctrines (such as those of NATO) have coined the term ‘cognitive warfare’ to describe the use of information technologies to alter an adversary’s perception of reality, modifying their decision-making and destabilising their institutions from within (Pujol, 2024). Social media, by prioritising engagement (which often translates to indignation and outrage), amplify divisive narratives. As if this were not enough, cognitive fatigue prevents the citizenry from filtering disinformation, turning the population into a vector for the propagation of memetic weapons (Dennett, 1995) and toxic narratives.
Contemporary geopolitical struggle, exemplified by the rivalry between the US and China, is not confined to the control of semiconductors or 5G infrastructure. It is fundamentally disputed over the control of the cognitive layers of the global population. Morozov (2016) and Castells (2009) point out that whoever controls the algorithms that filter, hierarchise, and present reality, controls collective perception. This redefines soft power (Castellanos, 2020) in the digital age: hegemony is not imposed by military force, but through the structural dependency on platforms and the capacity to mould cultural and political standards on a transnational scale.
Finally, cognitive fragmentation acts as a protective shield for tech corporations against state regulation. A citizenry with diminished attention capacity, cognitively overloaded, and sunk in digital apathy, is less likely to organise, comprehend the implications of technological policies, or demand robust regulatory frameworks. This allows Big Tech to operate with quasi-state autonomy, challenging the regulatory sovereignty of nation-states and the democratic social contract (Zuboff, 2019). The technical complexity of algorithms, coupled with the public’s attentional incapacity, creates a power asymmetry that paralyses legislative action.
The obtained results allow for the articulation of a critical synthesis that transcends disciplinary borders. Cognitive fragmentation is not an isolated phenomenon, but the symptomatic manifestation of an interconnected power architecture that operates simultaneously in financial markets, the individual psyche, and the geopolitical chessboard.
There is a systemic feedback loop between the three dimensions. Economic ambitions (the need to extract behavioural surplus) demand the deployment of persuasive design strategies (psychopolitics), which in turn generates a cognitively fragmented population vulnerable to cognitive warfare and geopolitical manipulation. This vulnerability, exploited by state and non-state actors, consolidates the power of tech corporations, which establish themselves as the indispensable arbiters of digital reality, thereby evading current participatory democratic regulation (and personal and non-transferable in the future, due to available tools) that could curb their economic accumulation.
The discussion on attentional fragmentation must evolve from moralistic complaints about ‘screen addiction’ towards the formulation of a new human rights paradigm. Ienca (2021) and Chenier et al. (2023) warn of the urgency of recognising ‘cognitive liberty’ and ‘mental integrity’ as fundamental rights. In an environment where technologies can read, alter, and commodify neurological and attentional processes, ‘cognitive sovereignty’ becomes the prerequisite for any other form of sovereignty (political, economic, individual). If attention is the medium through which we construct reality and exercise free will, its corporate hijacking equates to an expropriation of human autonomy.
A crucial finding of this analysis is the obsolescence of solutions centred exclusively on the individual. ‘Digital literacy’ or ‘digital wellbeing’, promoted by the tech corporations themselves, operate under a fallacy of individual responsibility. As Crawford (2021) notes, it is impossible to resolve through ‘willpower’ a power imbalance designed by thousands of behavioural engineers and machine learning models. Cognitive fragmentation is a systemic problem, not one of individual hygiene.
The fragmentation of the user’s psychological attention is the visible symptom of a structural pathology in platform capitalism. Far from being an accident of innovation, it is an intentional design feature, consubstantial with a business model that requires the commodification of human experience for its survival and expansion.

В данной статье исследуется, как экономические, стратегические и геополитические амбиции, лежащие в основе коммерциализации человеческого опыта, превратились из непреднамеренного побочного эффекта технологического дизайна в структурную и намеренную характеристику бизнес-моделей в современном цифровом обществе. Путём критического дискурс-анализа и систематического обзора литературы демонстрируется, что экономика внимания функционирует за счёт извлечения поведенческого излишка, конструирования зависимости и эрозии критической автономии. Кроме того, изучается, как этот феномен выходит за пределы индивидуальной сферы, реконуфигурируя национальный суверенитет в терминах «когнитивного суверенитета» и гибридной войны. Делается вывод о том, что когнитивная целостность должна быть возведена в ранг фундаментального права человека, что требует создания транснациональных регуляторных框架, ограничивающих экстрактивизм данных и алгоритмическую непрозрачность.

Фрагментация психологического внимания пользователя является видимым симптомом структурной патологии платформенного капитализма. Далеко не будучи случайностью инноваций, это намеренная характеристика дизайна, консубстанциальная бизнес-модели, которая требует коммерциализации человеческого опыта для своего выживания и экспансии.
